That message means your account has a ban or suspension in place. If you feel there's been some sort of mix-up and you never broke the rules, you can appeal the ban, and our Terms of Service team will investigate things for you. 

Please follow the steps I've pinned to the top of the thread to learn how to send in a ban/suspension appeal.
