I am not getting any 117 player from beginning of event.

From a player of ea fc mobile,  I am noticing one thing . I am not able to get any 116 to 117 player . Only 115 max . As same as any icon player except owen(115ovr). So what should I do? My players of team are same. No leveling up of OVR regarding this problem.
