The 100+4 OVR Maradona which we have received is ineligible for exchange of team of the year shards but it is available for the token exchange of 99+ ovr giving 3.5-5k tokens. As it is a toty card it...

Have the exact same problem, reinstalling the app doesn't fix it.
When the TOTY event started there were a 99 Bellingham and 99 Song red TOTY cards, those you were able to exchange, now it doesn't make sense that the 100+4 OVR TOTY Maradona cannot be exchange, even less taking into account that 2 previous cards were.
