problem watch ads to earn gems?

Hello EA, I have a problem. Why can't I watch ads to earn gems? I also have a problem with gem offers; when I try to download an app, it takes me back. Please fix this. I've had these problems for over 5 months, and I'll show you screenshots. Thank you, EA.
