TOTS reward issue
I have completed all of the TOTS events and also opened all the packs and have definitely exceeded 40 packs but still last reward in TOTS event is locked

I have the same problem I opened more than 40 packs and haven't gotten the the 3 drafts and 116+ badge and I can't get more ovr badges so how can I get more ovr badges I have redeemd all the 112+ and 114+ badges from the premier league bundesliga Ligue A laliga serie a every badge and didn't got the 3 drafts and 116+badge
How can I get more cards ??
According to the first image (7419) you haven't exchanged sufficiently many tag combinations for player items in the "Triple Formula".
Collect some more tags if needed, claim player items through the triple formula, and once you have exceeded the 40 reward claims, you can collect your 117 UTOTS player.
