i understand the game is trying to be as optimized ad possible especially since it is a mobile game, but many if not all other mobile games have the option to test higher graphics quality presets and...

You also need to keep in mind that X9A, by today's hardware standards, would be a low-tier entry mobile as Snapdragon 685 is a rather outdated processor if you place it against the newer low-end Snapdragon 6 Gen 4 chips, so it will be limited with what any game dev (not just EA) would allow, so the game still works.
The brutal reality is, you need a faster phone to keep up with the demands of a complex game like FCM.

I've done a benchmark test and my device would be able to run fcm smoothly at 90fps with the "high quality" preset but I'm not allowed to even choose it it's the lowest setting

Still, it's rather old hardware, released with the now ancient Android OS 12, unsupported for a year (unless you managed to upgrade it to a newer AOS).
Anyway, as Mendoza already said, some optimisation is being worked on behind the scenes. Android-based phones have a lot more variety with various versions of OS over Apple, so it's a lot more complex issue for devs to sort, especially with lesser known brand as Honor.
