81 ovr universal rank player issue

I want to know why we can't use 81 ovr universal rank player to rank up some 90+ ovr players ex☹️R9 icon 94ovr card and jay jay okocha 90 ovr card) when ever I go to the rank up section it just says no available players but I can use the 81 ovr dudek card to rank other players like an 89 ovr neuer card (that was already ranked up to 90 ovr) to 91 ovr. So does that mean we can't use 81 ovr universal rank player to rank up players who are originally 90+ ovr??
