I think we should wait for the event to appear tomorrow. It might not be that bad. It depends on what players we will get from the new packs. I remember when they introduced the gems pack we used to get two to three good players which then they reduce to zero or maximum one. So I think that if they increased the luck into these new packs and we will be able to get 4-5 free 116 players that later we can convert into one 117 player it won't be that bad. Maybe EA will give a lot of 116 free players to the f2p and leave the 117 for p2w.
There has been a lot of chatter about TOTY after the stream, and a lot of similar in-depth feedback was provided to EA behind the scenes, some of which was exposed to the mods (I will not discuss the details, as it needs to come from EA staff).
Your suggestion is the best, though. Wait and see, some of it might be good, some of it might not. Some ideas seem ok on paper, some are "ugh", but until the event actually lands in its final form and we get to play with it, we simply do not know how it'll come out in the wash, so like you said, I'm also gonna watch and see.
On a side note, the shards initially were ridiculed too, and then people ended up liking them.
One thing I can share. It was requested that a comprehensive guide is written by EA because the stream hasn't been clear enough.
