Maybe it rolls for OVR first, then does another draw within that range, which is why you end up getting flooded with certain cards like 107 Paredes or 107 Colidio, but barely see any Raspadori. Or it could be tied to specific cards directly, where the RNG just hits the most common ones across the board and everyone gets spammed with the same pulls based on how they configured it the "pulls/cards logic". For example, within the 108 bracket, the highest drop rate might be for Dier and the lowest for someone like Adeyemi. Just going by what I have seen, using the cards I got the most and the least, but no one outside of the EA dev team will have actual knowledge of how EA's configured RNG and set the probabilities other than what's in the official guide and the game. That kind of info is obviously going to be a closely guarded secret by the EA dev team, so this is just speculation based on experiences discussed in my league.
With Ballon d’Or, I ended up pulling 20 Kokes and another 5 Isco and Goetzes, but hardly other cards (got a nice high end card on day 2 and then Koke after Koke with an occasional Isco, Sanches or Goetze :| ). At this point, I should probably just call it Koke d’Or, heh. Explain that?

Configuring servers and networks for a global game using cloud infrastructure isn't as simple as just adding more servers or connections. Doing so can sometimes cause more harm than good. It also heavily depends on the netcode and how any changes affect the core game engine. Remember that constructive, emotionless, and factual feedback is very important. If you just vent, the key information can get lost in the noise and may be overlooked.
