How do I get to swap verse

Tried all 3 navigators.. it's been 15-16 days now.. just saw it once.  How to get that option.. I always seem to land Morpho or Shape shifters.  Even Gemini is rare. 

What's the point of earning all those tokens if we can't get to a chosen verse.
