    I think EA can't add some teams because they are unlicensed. A few other countries are also missing from the event.

8pqxihqhfn4a​ As imfiolopo​ said, some teams that are not in the game would be due to licensing and legal aspects. Keep in mind that EA does not have rights to the World Cup trademark, as this is with another developer, and FIFA, so whatever team isn't licensed, that team will not be in the game.  

bpuhvb014h5m​ WRT Nigeria, they have failed to qualify, so when it comes to adding the "fill in teams", are you going to add the 4-time world champion with many icons and a top 5 European league?, or are you going to add another country that hasn't even reached the quarter-finals ever??
Let it sink in.
