I have noticed this that this UTOTS is one of the bad one's, there is alot of grind throughout the TOTS and UTOTS and the rewards for it? Underwhelming, 30 shards out of the most things after complet...

I don't know what you guys got but I think it was a fair event. I manage to take a 2000 shard player plus dembele and Steven Gerard from packs and Stoichkov which I exchanged so another 400 shards I think it was and DeGea. That means five players. I think it's more than expected.
That's what some accounts has, insane pack luck, one of my friend who plays the game rarely just opens the 3k gems pack once and get's himself the highest rated player from that or even other free packs from the event. It's just few accounts got that luck and not everyone.
