Cheater and always force to closed the apps and now cannot match making

How is that cheating? I’m aware there’s a disconnect exploit going around, but getting dropped from a match can happen for a number of reasons. If you genuinely believe it was a cheat, report the player through the in-game system—that’s the right way to flag it.

Also, have you tried playing a regular Division Rivals match and then going back into Scouting mode? That’s helped clear up some odd issues for a few players.
