Unable to trade DRAFT players for extra time tokens

I have run into a issue recently where I have been unable to find the players on exchange here. Please let me know what I have to do to fix this. I have tried manually unlocking each player but that does not seem to work either. (NOTE: Marquez 111 CB is locked but still available for exchange)
