for EA accounts there are underage restrictions in place that are following local child protection laws. 
Depending on what your current location is, the age limit for accessing EA Online content will change.

If your child is below the required age, I believe that could be the reason that he is unable to access the Ultimate Team mode, while you're able to use it without issues.
