Thanks to reddit, I didn't find this. Turn off "on-field visual feedback" in the visual feedback settings.
Addition: it seems to only work on single player modes or H2H. Sorry to the folks it's not working for, hopefully they fix it soon.

This definitely helped a lot! I played around with all the other fixes with changing to windowed, capping fps, and turning off v-sync. None of those helped at all. This was the first thing that helped a ton. I'm assuming it has to do with their new update that changed star players showing a "visual feedback" when they use a skill. Terrible implementation by EA on this update. It's like they didn't even test it on pc, ridiculous.

The fix seems to work fine in normal h2h and offline gamemodes. But MUT Squads is completely unplayable still for me. Seems like the "On Field Visual Feedback" is forced to be turned on in MUT Squads or that's atleast my guess. Im assuming this would be the same in stuff like 2v2 or 3v3 superstar KO but haven't tried. EA Really need's to get it together
Sorry if it didn't work for some of you, worked great for me. I do play exclusively offline franchise mode. Not sure if that makes a difference or not. Hopefully they patch a fix quick for those of you it doesn't work for.
Not a full workaround for H2H, only a slight improvement to the stuttering. What’s the ETA on a fix?? Anyone try PvP connected franchise to test performance?
Yeah, turning that setting off only helps with challenges/solo. Mut squads is completely unplayable. Ive tried a bunch of stuff. Updated drivers, uninstalled and reinstalled the game, turned all graphics down, turned that setting off, etc. I only play squads so the game is completely unplayable for me rn. Better have it fixed soon. I just spent $50 on packs to upgrade my team a bit since i dont get to play a lot.
