It's a double no. Type "list" in the console to see all the commands in-game. They're only for graphical and HUD changes, not like in ME1 for the Mako.
I don't believe they've exposed the dev interface in the console like they do in many other games, so I believe you only have access to a limited set of commands for basic settings. I could be wrong and it may be that no one has yet found the published dev commands, but to date I haven't found anything remotely close to what you are referring to being available. I use the console in other games all the time, particularly to get around bugs.
