ME1 uses environmental audio on compatible dedicated sound cards, but the effect is a bit excessive. In the original release this was a toggle in the audio settings, but that didn't work unless you applied a config tweak to enable it. (I posted a guide for this back in the day.) Now that it's fixed in the Legendary Edition, the effect is amplified up to eleven with no option to disable it.
I had the exact same issue, except I used onboard audio with Creative X-Fi MB, which uses software emulation to unlock features of hardware audio (e.g. EAX). The only solution I found was to disable it and use regular onboard audio.
Maybe there's a config tweak to disable hardware audio. I'm not at my Windows PC, but I'm willing to look into this. For now, see if BIOEngine.ini has an option to turn off hardware audio. (I can't test it myself because the software solution I used doesn't install anymore.)
