Yes, it seems they removed the keeper by the Normady from the list of ones required to complete the quest.
Or does it just complete when you scan any 20 keepers? That was the one left when I finished.
It was the one that was left for me as well but I think its just any keeper. The total for the entire quest is 20 (when you actually check the quest log) - when it's supposed to be 21.
