OK, this is interesting because there is a known Bug in your CPU that causes a similar problem at Noveria in ME1.
But that issue was restricted to one location. You on the other hand, if I understand your first post correctly, encounter this problem everywhere, not just at the Citadel?
The workaround for that problem from ME1 can not be transferred easily to ME2 because of Engin restrictions, plus I'm not even sure if it is in anyway related.
Lets assume for the moment that the problem is not related. If we do that it's look like as if certain Textures are not loaded properly.
The problem is that that can have many different reasons.
Your DxDiag shows that D3D9 Overlay and DXVA-HD are Not Supported. As fare as I know this is a problem with the newest Crimson Driver and should not cause this issue, still see my last point if anything else fails,
- You said you already tried to change the in game graphic settings. Can you tell me what you exactly did?
- In Steam disable the Steam overlay for ME2. (In Steam > right click at ME2 > Properties > uncheck "Enable the Steam overlay while in game".) > Test
- Change resolution > Test
- set the "MassEffect2.exe" to "Windows XP service pack 3" compatibility mode. (">drive<:\Program Files (x86)\Steam\steamapps\common\Mass Effect 2\Binaries" > right click at the "MassEffect2.exe" > Properties > compatibility.) > Test
Set it back to normal if it doesn't helps
- Go to ">drive<:\Program Files (x86)\Steam\steamapps\common\Mass Effect 2\Binaries" Start the "MassEffect2Config.exe" and set the game under "Video" to windowed mode. > Test
- Run chkdsk (press the Windows key and "X" at the same time > command Prompt (Admin) > copy "chkdsk C: /F" (without the quotes) in > Enter
if you have ME2 on an other drive than C: change the drive letter accordingly.
If all that does not help, try an older graphic driver.
