What should happen: when an enemy is shot with a weapon using the Cryo Ammo power they may freeze and fall over. If they are not killed they will eventually thaw and get back up of their own accord.
What happens: the enemy thaws visually but they remain stuck lying on the ground.
Moving the enemy (by shooting/meleeing them or bumping into them, for example) will trigger them to get up. This can be a more serious issue in areas where all enemies must be defeated to proceed if the frozen enemy falls in an inaccessible area, such as behind cover on a ledge or on the other side of the bridge in Dossier: Archangel.

Having just started Legendary Edition's ME3 I can confirm that this issue is present in that game as well. It was not present in the original ME3 either.

I noticed this in ME3 as well. Enemies affected by singularity (or blasted by a detonation) can end up prone on the ground. They freeze in place and just continuously play impact grunts.
They stay there permanently until taking damage (often they end up behind cover, so you have to hunt for them just to end the encounter).
This was on PC, so it's not an issue specific to Xbox.

Never encounted in ME2 but got it in ME3 right from the first mission in Mars' Archives. Frozen enemy stuck moaning on the floor until I killed everything else and found him lying in the hole to finish him. Not the last time but It was memorable)) Kind of added to the embience - finishing off incapacitated enemies 👿 with a Paragon character 😞

This continues to cause softlocks for me.
I'm playing Cerberus HQ now, and an Assault Trooper has fallen down on the upper level after launching the fighter. I can't get them up because they've fallen behind crates such that I'm unable to hit them with any powers or weapons, and they've retracted the ladders so I can't reach them. The door into the next area doesn't unlock until all enemies in this area have been defeated.

And I also seen some idle enemy cannibals, in this scene (and another fallen cannibal too), the enemy AI do not responded for anything, they just stand there:
Maybe this second bug is in the original game too, I can't remeber.

A "Legendary" fight against Kai Leng in a "Legendary" Edition.
In only one fight, I triggerd this bug on Kia Leng not one... but three times. Shame...
But we can't complain, it's not a full priced edition... wait a minute... 💔
