That doesn't make sense. If anyone and their dog with a conspiracy can procure the resources that are arguably greater than the Batarian Hegemony, they should be able to fight back against the Reapers just with manufacturing ships.

Supposedly the Batarian Hegemony is in an economic black hole and losing ground fast, thus the terror tactics, but I could see them scraping together the resources to make some kind of ark, just to try and keep up with/stick it to their arch-rival, the humans.
