I like how different he is from the turian stereotype. He was raised in a militaristic society that above else values law, order, and discipline, but Garrus rejects that because it's too restricting. I think that creates an interesting contrast and a unique perspective.

Could have been an interesting take and a good "prequel" to Archangel, yes. But in truth, the whole of it is presented in a really bland way. ME1 Garrus simply comes off as a gung-ho character who dislikes his desk job. Also, not much of the turian species is known at that point if a player does not actively read the codex.
