How do I know my juggernaut armor is providing buffs?

I've read people talk about an effect that shows up when you start getting kills but I had'nt really noticed anything. Is it something to do with the lights on the armor? Or is it a screen edge thing...

The borders of my screen kinda glow like a blue haze and on really bright daylight maps, this can be really bright.  Some people say its too bright, but i've not had that issue severely give me a problem yet.

    Ahh ok, I see what you mean. Its really hard to see on Firebase Icebreaker, I was able to make it out on Aqua though it blends in with the blue sky. Tried a couple games on Zero and really noticed it. Thanks.
