I am just arrived to kadara.
I am trying to discover the new sites, I have founded the icon to create my settlement but I can't activate it.
Is there some bug on that settlement?
Setting up an outpost on kadara will be the last thing you really do on the planet. It requires you to do the main missions on the planet.
There is a bit more to be done on Kadara and it will be put on hold a couple of times but you have to do all the parts of an overarching quest line...it's called something like Settling on Kadara.
But yeah, you'll have to do a number of quests for different people to be able to set up camp on Kadara because you have to gain the support of the exiles there basically.
