I am getting this error on my ME2 Digital Deluxe version as well. I have an open case with "Specialist support" which has been ongoing for 2 weeks with no end in sight.
I should note I have a regular edition of ME2 registered on my Origin account and the issue only began after I downloaded the latest patch. I have tried everything suggested here, and have even gone as far as to try istalling on an alternate machine that has never run either Origin or ME2 with no success.
If I get a resolution, I'll post it here...
Thanks for the update, orpheus. From my latest info, this can't be resolved on the player side, and we should be able to assist from our end. I'll take a look to see what's holding up your ticket, too.

For what its worth, EA account support also promised me that a specialist would contact me about my issue. I never got a response nor any inkling of any hints. I am lucky to have fixed it myself but there are many others suffering from this. My experience would leave me to believe that this happens when ME2 detects a different authorized CD key... or for others who have only a single copy of ME2, maybe an invalid CD key.
Lastly, I tried hard to find where this specialist support ticket tracker is and could not for the life of me find it. I hope that someone from EA posts the link to help out the guy here who are unable to play and wish to file tickets.

Having the same damn issue ... could not register ME 2 on BSN, contacted support, friendly help in chat, given new cd-key, then cluster****. ... registered the new key with BSN at least ....
Same message keeps popping up. Fun thing is, I uninstalled and then reinstalled ME2 using the "new" game icon/copy of the game that appeared in Origin (as instructed), but the ME2ConfigUtility still displays the "old" cd-key.
Both copies display different cd-keys in properties ... utility only finds the "old" one (though uninstalled).

Try installing using the old copy of ME2. That's how I got mine to work.
