Mass Effect 2 LE: New Game No Bonus Power Selection At Start

Hey there, I just completed my playthrough of Mass Effect 2 Legendary Edition yesterday, and today I wanted to try out a Vanguard, so I started a new game, but during character creation, I was not able to select a new bonus power for some reason (all squadmates were loyal and everyone survived the Suicide Mission). Is there something I am missing here? I want Reave for my Vanguard build, and I really don't want to have to wait for Ilium and Samara to get it. Thanks!

Unlocking bonus powers in ME2 doesn't carry over to ME3, you must re-unlock them in ME3 and they will be available at the start for subsequent re-imports of ME3 saves.
EDIT: Perhaps I misread, are you starting a re-import of ME2? If so I'd bet this is related to the known issue with ME2 Advanced Training
