Mass Effect 3 Citadel DLC

 I finished Mass Effect 3 some time ago and decided I wanted to try some DLC. The Citadel was rated highly so I bought Microsoft points and downloaded parts 1 and 2. 

 I go to the email terminal on the ship and the message is there. (BTW, this is one of the most user unfriendly methods of accesses DLC I have ever seen. Any time you have to go and do an internet search to use a program, you have failed the customer.) I travel to the citidel but cannot find the Admiral's apartment so I am unable to go on the mission.

 The only saves on my system are for Cronos and Earth. I don't buy DLC before I finish the game. I buy it AFTER I've finished the game, so it makes sense I don't have any saves left from earlier in the game.

 How can I access the new DLC that I have paid for and cannot use?
