I contacted EA support. I was walked through the following possible solutions:
1) Enabling in game overlay from Mass Effect 3 Origin games library.
No option available.
2) Enabling in game overlay from Origin website.
Again, no option available.
3) Uninstalling and reinstalling Origin.
Overlay prompt came up when Mass Effect 3 started, but when I attempted to launch multiplayer the game crashed. I tried this a second time with the same result. I was instructed to repair the game at this point. After the game repaired itself, the in game overlay no longer functioned, but the game no longer crashed when I started multiplayer.
4) Was asked to disable and enable the in game overlay again.
In game overlay still doesn't function
5) Log out of and shutdown Origin. Restart Origin, log back in, and start Mass Effect 3 again.
In game overlay still doesn't function
6) Agent consulted with "specialists". Was told that my "issue was registered with the experts" and they would be taking care of the issue for me. I just have to wait 24 hours and the problem will be fixed from my account.
Awaiting results. Will update next post with results. - Anonymous9 years ago
Also experiencing this overlay problem with ME3 when trying to multiplay....
Hope EA fixes it soon with the holiday period nearby (july and aug).
But since i saw in this tread the issue was present since 2015 - i don't have a lot of hope for it ...
Was considering buying the origin vault to access more games - but find that they should fix their existing games first!!!

I got the overlay working. After getting in touch with EA support a second time, they had me perform the following steps. These are directly quoted from my chat log with the agent:
1. Install Revo uninstaller http://www.revouninstaller.com/revo_uninstaller_free_download.html
2. Through Revo uninstaller uninstall the game as well as your origin application.
3. Install CCleaner and clean registry through this program https://www.piriform.com/ccleaner/download
4. Reboot your PC
5. ReinstallHere are steps I performed that worked for me. I run Windows 7 64 bit, so not sure how windows 8.1 or 10 work with these programs so your results may vary. This was a length process but it worked for me.
- Installed and ran Revo uninstaller they provided though the link.
- Uninstalled Mass Effect 3 first using.
- Used Revo to delete the old Mass Effect 3 install directory after uninstall was complete.
- Installed and ran CCleaner they provided through the link.
- In CCleaner select the "registry" choice on the left and "scan for issues"
- Sort by Problem at the top by selecting the catagory "Problem".
- Scroll down to the "invalid firewall rule" section and look for one for Mass Effect 3. Mine was listed as "*insert string of bracketed characters here* G:\OriginLibrarMassEffect3\Binaries\Win32\MassEffect3.exe
- Deselect all the files at the top by unchecking the check box next to "problem" at the top.
- Go back to the invalid fire wall rule for mass effect 3 and check the box next to it.
- Click blue button at the bottom that says "Fix selected issues".
- Close CCleaner
- Use Revo uninstaller to uninstall Origin.
- Restart your computer.
- Download Origin and install it.
- Close Origin if it automatically opens after the install.
- Right click Origin and select properties. Select the compatibility tab and check the box under "privilege level" that will make Origin be ran as an administrator. Hit apply and close the window.
- Open Origin.
- Make sure your boxes under Origin application settings enabling Origin in game is check. To check this, select "Origin" from the top of menu, then select "origin in game" from the left. I have the enable box checked. I also have it bubble for "all games" selected for good measure.
- Right click on Mass Effect 3 within your library and right click game properties. Make sure the box that disables origin in game for Mass Effect 3 is unchecked.
- Install Mass Effect 3 and all DLC.
- Launch the game and you should be good to go.
If this doesn't work for you start up a case file with EA support. The first agent closed my case file (or at least that's what the e-mail said that I got a few minutes after I closed the session). The second agent pointed me towards these 3rd party programs that got the game working. It could be the fact that a new install was needed, but these steps are what I did exactly that worked for me. Please not, I had Steam and Nvidia Geforce Experience both running when I launched Mass Effect 3. This should help clear up any foggy ideas and thoughts that other programs that have overlays are causing the problem.
If these results/steps help get your overlay working, please post back here so others can help as well.
