Mass Effect language change

Hello! 
I have a problem with the language change on ME1 LE, the game launches in English. I've tried to change the language with ME1/BioGame/Config/BIOEngine.ini, but when I set language=FR (or even FRA) and save, the game still launches in English, and the document automatically resets to the default INT. How can I get the game to save the changes?
