    If you on a PC, try to repair the game.

    (Origin > Game Library > right click MELE > Repair)
    (Steam > Game Library > right click at MELE > Properties > Local Files > Verify integrity of game files.)

I am using EA App to play Mass Effect 1 and was having the same issue with cutscenes. Even the startup intro scenes were playing poorly. I did the "Repair" option in EA App and it redownloaded some files, then when I launched the game the cutscenes are working fine now..

My binkw32.dll file was corrupted and THAT was causing all bink vids to be corrupt.
