Literally EA app is crap that shouldn't ever exist so fix it cose it's just pathetic after origin worked pretty good.
May I ask what region you are in?
If not in the UK, please try to changed your region in EA App Settings to United Kingdom, restart EA app and test.
In EA app > Click the three lines in the top left corner > Settings > Application > Select Region.
Same problem, exact same percentage and everything.

And for the sake of the support staff who responds to this, here is what I've tried:
Clean reinstall of app
Clean Reboot of PC
Clearing EA App cache
Reinstalling VC+
Running Windows System File Checker
Deleting Temp Files
Nothing has worked.

The EA App doesn't allow me to view, let alone change, my region. I only see the option to change Language.
However, for one reason or another, the problem just kinda...solved itself? I can now download the game, and I didn't do anything new since making my previous post.
Soooo, sorry OP, no idea how to fix this, it might just do it by itself!
I'm having the same exact issue with The Sims 4 right now. Stuck at the 14% and not downloading.

had the exact same issue. putting the app into offline mode and then restarting the app has seemed to fix it for me. im now able to download again.
