@badshotqueen Please open this location:
[install path]\Mass Effect Legendary Edition\Game\ME1\BioGame
and drag the Config folder to the desktop. Then see whether ME1 loads.
If it doesn't, please run a dxdiag and attach it to a post.

@puzzlezaddict Thanks for the reply
So in the file path you mentioned I don't have any .cfg or .ini folders to move,
I bought the game through Steam and re-checked the game file integrity to make sure all files were accounted for.
Could the config file your referencing be in a different location?

@badshotqueen It's possible the game isn't getting far enough to create the Config folder (and it would be a folder labeled Config, not a file with a .cfg or .ini extension). What antivirus do you use? I've read that Sophos is particularly aggressive in blocking the MELE, although I'm not sure whether it distinguishes among the three games.
In case you do have Sophos, these settings work for the MELE as well as Sims 4, for which they were written:

I've removed my antivirus software to test the game, Windows Defender would be the only thing active if any.
