ME1 LE Character stuck at level 59
Despite having all the required XP it wont level to 60 and stays stuck at 59
hopefully Bioware fixes this crap

Could you try switching to legendary level scaling and then back to classic? I hear that works for some people.
I switched to classic, saved, re-loaded.
Switched back to legendary, saved, re-loaded. That worked. Level 30.
(Though it didn't give the last couple of talent points, oh well).
hopefully Bioware fixes this crapSadly swapping to 30, doesn't correlate to 60 - I'm still at 59.
So I'm in classic now with a little XP to go until it theoretically flips over to 60.
I'm going to press ahead to see if I can reach 60. 🙂

It hangs at full XP on 59.
That's with making saves, swapping between legendary and classic and reloading.
Looks like importing a 'maxed' Shepard isn't happening.
LOL, change to Legendary, save and it should show level 30 which is max. Rumor mill is that a maxed xp character will import correctly to me2.
