Is this issue happening on all sound devices you have or do you only use one?
Did you tried different sound setting?
Please create a DxDiag in text file format and post it with your next reply. You can do that with the "Choose file" button at the bottom right corner of the reply window.
I have the game uninstalled so am unable to run a DxDiag at this time. Before I uninstalled, I tried the game on my headset (my only sound device) through both USB and hard-jacked sound, no change. Tried every quality setting and speaker configuration available through my headset. No change. I would be willing to reinstall the game and try again, but finding the necessary space would be troublesome.

Info about your computer would be of interest here.
I did not saw many audio problem reports about ME2 and for myself the audio worked flawless, so I would guess this is a problem between a component on your system and the game.
But it is not easy to troubleshot audio issues over the internet.

GPU: Nvidia RTX 2070
24 gigs RAM
Headset: Logitech G342
Unsure if I'm running off of a sound card or the hardware on my motherboard.

That setup should not get you any problems.
Is the game installed on a SSD or a mechanical hard drive?
Did you used any mods?
Did you tried to repair the game?
