- Make sure EA app and Steam are closed.
- Press the Windows key and "R" at the same time.
- Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER
- Move the "License" folder to your desktop.
- Test.
Unfortunately, I don't have a license folder in any of my EA folders. I've even got view hidden objects on. I can only assume it has to do with using EA play rather than actually owning the game.
- I can further confirm that this folder does not exist.
Going on a fresh reinstall with multiple computer restarts between install and attempted launch.
Not in the Steam install location, not in documents, not even in appdata.
It's time to retire this copy-paste response, it's clearly outdated.

This is the problem, unfortunately the other workaround, installing the game via the EA app, will not work if you have purchased EA play on Steam.
I would contact Steam and EA help directly with this problem, imho both companies have a responsibility here.
I also will tag @EA_Shepard, I was away a lot last moths and might missed a possible solution.
This "copy-paste" answer will work for people who already had the game installed through Origin, so I will not retire it as it is still very relevant and an easy fix to try.
Thanks for your opinion though. 🙂

@MrScottyBear There are a few things going on here. The product key and you not being online. Was the game originally purchased through Steam?
For the not online error, can you attach a screenshot? There are a few of these that we cant fix here and have to be resolved through support a specific way.
