There was an old bug that prevented Donnelly and Daniels from having their romance dialogue appear unless you had Ashley. That bug was supposed to have been fixed when the Extended Cut was released. But I’m playing Legendary Edition and Ashley is dead and the dialogue never appeared. Please restore the dialogue!!!
That bug actually prevented all ambient conversation from running on the engineering deck after the coup, so that's a pretty big regression if the fix wasn't included in the remaster (it also keeps Tali and Garrus from hooking up).

That’s the thing. I’ve seen Garrus and Tali hook up but I have NEVER seen Donnelly and Daniels. No matter what I’ve done, there’s never a prompt to side with either one.
I don't remember the specifics behind their hookup, but the bug with Kaidan was that the banter on the engineering deck couldn't run (because of a mistaken flag change shortly before the game released, which locked it to only working if Ashley was the survivor).
If ambient convos are running when you're down there, then there's something else going on (either you missed the requirement somewhere or there's some other bug or change they made).
