I shoud mention that this is in Origin and on PC
Here's what you do :
1) Go to to the Bioware Social Network ( http://social.bioware.com/ )
2) Log in
3) Scroll down to " BSN Changes", click "Registered Game Content"
4) In there, go to the "Games" section and select Mass effect 2 and select "Official DLC"
5) Choose the one you want and follow the payment step and you're done.
Proof: Just downloaded the Kasumi and Citadel DLC and played it.
Tip: In case of the DLCs not working, re-log in your Origin account and check the DLC status ( it should say 'Installed' instead of 'Buy Now')
