They're pure luck because they're dynamically generated as you approach them. Like pretty much all the little hotspots on Eos where you sometimes find stuff to scan or destroy to advance a task, pretty much none of those tasks are statically-placed, so the game can't possibly give you waypoints for them until you've advanced far enough in them to be sent somewhere that doesn't have a dynamically-generated objective.
