All Fusion Mods (ie. Armor Mods) have penalties. Once you make it to Kadara and raise its viability high, you can unlock a cryo pod option to halve the penalty on Fusion Mods (this should be available much, much earlier, IMO. Like just after Eos.)
I still can't believe they gave the resistance Fusion Mod a self-damaging effect if you evade. Because there are times you really need to evade or you get insta-ganked by Arbiters, Fiends and the large mechs despite have a possible 90%+ resistance to damage.

For Biotic builds, I prefer the Fusion Mod of Rapid Deployment.
This mod increases Recharge speed of all powers by 50% and puts a 30% penalty on Weapon Damage. The nice thing here is it's not restricted to just biotics, it's all powers. So if later down the road you decide to swap in a tech or combat power, it still works.
You can take the cryo pod perk that reduces the penalty by half giving you a 50% recharge increase and only a 15% decrease in weapon power. If you're using a Biotic build, you are likely not using your weapon that much anyway, and most Biotics use high damage shotguns that honestly don't seem to be effected much by a 15% decrease. This mod is obtained by activating the vault on Kaadara.
Another good one is the Fusion Mod of Biotic Mastery which gives you a 30% boost to biotic damage with the cost of 20% reduction in all other damage. I don't like this one as much because I prefer the recharge speed bonus of the previous mod, but this is still a good way to go. This mod is earned by defeating the Architect on Eos.
The Fusion Mod of Adrenaline is a good mod, but in my opinon is situational. Most time you'll be rapidly racking up kills, but as said before in fights with larger enemies, this mod can be a serious draw back. In the end, it's up to you.. there is no such thing as the 'best mod' or the 'worst mod,' it just depends on your build and play style.

what abou the mod that gives you +50% on shield and -50% on healt?
How this percentage is calculated on healt or shield?
Can I spam more power that uses shield if I have that mod?- mcsupersport9 years agoHero+
Most powers I have seen that use shields as a source use a percentage of the shield to power them, such as Lance I think uses 45% of your shields...so honestly if you have base of 100pts of shield or 1000 pts it wouldn't make a difference in the number of uses, because the % used is the measure. The only difference would be how long it takes to recharge them, but personally I feel shields and health are a combo stat to make the total number to kill me, so losing one to game equal of another means a net zero gain to me and not worth it....someone else may have different take and maybe then can explain in a way to make a case for using it....

I'm going with this for my Vanguard build. With the pod -10% to other damage is negligible, but 30% makes a difference. I find recharges being fast enough as it is (for annihilation/charge melee style anyway).

That's also a good way to go, no real wrong answer.. just personal preference.
Bonus Damage is always a good thing, I have found that both mods work really well. I also use a ton of biotic augments on my crafted gear for Biotic Damage and Recharge. When you put it all together, you can pretty much spam high damage biotics at will. Quite a bit of fun. 🙂
