But that's exactly my problem. This is a game, and gameplay mechanics should be reliable first, realistic second.
In its current form, ME3 cloak is not reliable, since it has a random chance of not working as intended. It's also a good question what the intention is, since we don't exactly have precise statistics, only the few words written as the ability's description.
There is a sweet spot between gameplay functionality and realism, and I don't think the cloak ability is in that spot right now.
I'm not sure when I'll have time to make better examples with clip captures, but there are many instances where I think you would agree with me that it feels glitched out.
This is obviously a very subjective matter.
As said, I like the cloak in ME3 more than in ME2, the game is indeed more difficult, but I like the challenge and I deem it more realistic.
Also, don't forget that the difficulty settings probably also make a difference, at least that's how it was in the old games.
The chance that Bioware will change anything about how the cloak works is very very slim anyway.
