Any update? I've been having this issue as well but unfortunately Mayor Rosalyn has disappeared now and you can't relocate or kick her out to get her back. What's worse is that I've just reached 5 stars and the game now softlocks on the loading screen since it's trying to start the cutscene with her. It is now impossible for me to complete any existing tasks or move in any new residents as that will advance me to 5 stars again. In short, the game has now become unplayable and the only way to beat it is to start a new save file and hope that Rosalyn doesn't vanish before I reach 5 stars again.
