100% CPU Usage

Summarize your bug 100% cpu usage, tried multiple GPUs and Drivers with no change, GPU is not doing a thing,unsure if this lies with you guys or with nVidia.

Steps: How can we find the bug ourselves? Many others complaining of the issue, just load the game on a pc system.
What happens when the bug occurs? The cpu usage spikes up to 100% and stays there consistenly, drops to around 97% for short bursts but then resumesat 100%.
What do you expect to see? Other current titles such as Battlefield 1,WWII and Forza 7 run at around 40-50% on my 8700k, and these ttiles are considerably more demanding.

Were you connected to other players when the bug occurred? No
CPU usage is high even sitting at a menu. If I turn the game details to the lowest setting the cpu usage is still 100%, I have tried this with a 4770k and 980 and and i3 with 650 and all 3 systems are suffering the same issue, tried both ssd and hdd copies, re-installed and updated, then tried the 5 most recent GPU drivers from nvidia. I am always manually setting OpenGL and Physx to 1080ti.
