I’m having the same issue and it sucks cause I put time in that
same i’m bummed as i grinded for that car you get when you break all the signs just for it to bug

Hey guys! I figured this problem out myself! I had the same problem. I don't know if any of you will see this, still play the game or have figured it out but I will share this anyway Incase this happens to anyone else or if you are still looking.
So basically what I did was I went in the progress "districts" and I went to the specific area I was having this problem in and went through the billboards "show on the map" and figured out the billboard I "undiscovered" wasn't the one I needed to hit. because the location showed up for a different billboard. but anyway, I went on YouTube and looked up all the billboard locations for this specific area and surely enough the one I "undiscovered" was a whole different billboard in a whole different area in this city. Which was Grenada wetlands for my issue.
