Hey guys! I don't know if any of you are still having this problem, or play the game still or will even see this but I'm going to put this out here if anyone ever has this problem.
I had this same problem and I found the solution. I basically went through the billboards I hit through the progression "districts" and I am pretty sure the location you "undiscovered" is actually a DIFFERENT location. And I went on YouTube and looked up the locations for that specific area and found the billboard I was actually suppose to go through.
- @ashleyn012 what were you running the game on? Console or PC? I cannot seem to fix this * bug.
