Error code 13

Error 13 in Need for Speed (most commonly reported in NFS Heat) typically means "could not load data" or "inventory cannot be loaded."  Unfortunately, there's no one-click official fix from EA, and some players lose progress. Game is completely unplayable online and offline.  I try to load up the game after I hit X to continue it says that my inventory can not be loaded. I have tried deleting the game and re-downloading and it still gives me that message.
