Sounds like what I ran into but I got a 0003080F error.
TL;DR: Nothing on player's end is causing this. EA has an issue with their servers so NFS Heat is unplayable until they fix their end. I've included the transcript below.
WARNING: I pushed trying to play solo anyway and currently my inventory is wiped out. Don't know if this is fixable but I might have lost everything. If you can't connect to online play, don't try to push Solo like I did.

Did the problem finally fix? I was having the same problem when i was trying to play with a friend online.
They still haven't fixed the problem by the way. Just came off talking to an EA representative. And essentially all he told was they know they have an issue and are trying to fix it, but they literally have no clue when the issue is gonna be solved... The only thing I found even more confusing is that the Agent told me that depending on what the issue is the time can very drastically but if they know what the issue is couldn't they give us a realistic ETA?

Just like you, hundreds of thousands of players are also impacted by the same situation. Good news is our game teams are on it. They're literally working on a fix as we speak. It won't be long before this gets taken care. Once that happens, this'll be resolved not just for you but for all affected players.
