Jake Paul won't spawn

Checked up several pictures and videos, all say the same place, but he's simply not there. I've tried restarting and going in and out of my garage but it won't help.

Update: Cletus from Hazard Company haven't seemed to spawn either. Jake Paul is from Silver Six.
