My 12 year old can't buy cars but my 13 year old can? 10+ game?

We have a new Xbox. Each child has their own profile under our Xbox gold family plan, that I manage.

My 13 year old can use the accumulated coins/money in the game to buy cars. My 12 year old can't? I've given them the permissions in the xbox family control center. I've designated them as a teen, an adult and everything. The 12 year old still can't can't access the store, do multiplayer or anything.

I've created an EA account in my personal name and age. They still can't do anything. It's a 10+ game? I'd understand if it was a T or M game.

Any suggestions on how to give 12 year olds full access on the game? Thanks for your help.
