For the last 3 days i havent been able to go online and access community liveries on NFS Heat, and my race rewards are also lower than normal. whenever i try to go online i get spat out with error code 400500 or 400100.
Looking at the forum discussion it seems like a global issue and not just for PC. **bleep** shame, i was looking forward to playing this weekend

I tried downloading a backed up save from my cloud on PlayStation but the same error popped up
How to fixup that!!
It's a server-side issue. The only thing you can do is to backup your original save (if you're playing on PS go to settings and copy it to a USB or use PS+'s cloud saving feature) and start again, that's the only way I've seen that properly works to play online again.
This error has been around for quite a while now... So I don't know if it will be fixed.
